What is PR then??

Okay, I was worried about looking like the slow kidon the block yesterday, now I'm going to show why....

I've been under the impression that PR is short for Page Rank, which is the overall number your site gets from Google as an assesment of its "value" as a web site (subjective or otherwise).

How is it that someone with a lower page rank would show up higher on a search than someone with a higher Page Rank....

Pr is a factor calculated to off set similar sites (well its a lot of things but this is what your asking for i think) There for if all other things between site a and site b were = then PR would be a major factor. However it is almost impossible to have site a and site b the same so the rest of the SEO factors play a role in determining position. On body text, title, keywords in your inbound links etc.

simply do a search on "web design" you will see that MOST the sites listed on page one have a high PR.

Agree - totally, and adding - PageRank is a measurement of importance across the scope of the web "as google knows it".

Or approximately 3.4 billion pages on a scale between 0 and 1 (or more commonly PR0 - PR10).

Your specific page of your specific site is ranked (according to all other pages regardless of topic, theme or relevancy). This rank > PageRank is non-specific, it is simply a way for Google to organize its archive, and this is one reason that a near total loss of PageRank occurs across millions of sites > Google is adding more pages faster than most site owners add links.
