It is actually pretty straight-forward: More backlinks.

The higher the PR and the lower the count of links on the linking page, the better the page rank flow.

Here's a new tool by one of our members: http://www.thinkbling.com/prcalc/

Simple explanation: Pagerank is nothing but a popularity contest. If you are popular with a another site you gain benefit through a backlink from that site. So, the primary thing that raises pagerank are backlinks and, to some extent, internal links. The more popular you become the higher your pagerank. If you become super popular with really popular sites your pagerank approaches PR8-PR10.

Direct recommendation: get backlinks from as many sites as you can to raise your PR. Simple, but requires a real effort.
