Still going link nuts

I'm getting smart to the fact that links must come from resource pages (not homepages) and with PR above 4 to have any "backlink" meaning (although some say all links count for PR). Anyway, I have 11 links from PR4 and PR5 pages, some of which have been reciprocating with me for a long time, and yet Google backlinks still don't pick them up. Can anyone tell me why? Or better yet, does anyone know a way to "encourage" Google to pick them up? These are good links and I'm going nuts! Appreciate the help.

In the past Google only used to show backlinks that were on pages above a certain PR threshold (probably a very high 3). It also used to take several of the old traditional updates to pick them all up.

Now Google backlinks only return, what Google call, "a sample" of backlinks. The criteria for that sample is not clear and to me it seems to vary all the time (though a PR threshold is one criteria, there must be others - I have no idea what they are).

Google possible reasons for this could be:
1) Checking for backlinks consume resources (Google are in the search results business, not providing services to webmasters - who else searches for backlinks)
2) If all links are shown, some reverse enginneering of the PR algorithm would be possible.

If the page that the link to your site is in Google (check, the cache), the link will be counted in determining PR

Most people prefer links coming from Homepage since it normally has the highest PR of all the pages and the number of links present is not too large. On the contrary, links from resources page or links page getting credit is a topic of discussion these days-

I'm not very sure if the links on links pages are looked down upon by google or not, but yes, I got a few links on links pages that I was expecting to do some good to my rankings but they haven't so far. May be I need to wait. Or, may be google has found a way to distinguish the links coming from links pages. Let's wait and watch.
