It's natural since the homepage is always the page that you use as your landing page. So, links are always targeting on your homepage and pr linkjuice are passes to that page. To get pagerank for your inner page, you have to build deep links. Use your inner page as your landing page.

Its first time i have seen its strange from other things I also would like to no. One thing more all pages has cached in Google it may possible this website get any kind of penalty by Google..... Any way I am very shocked.

It does seem that Google has become more stingy with the sharing of pagerank across a site. In the old days (less than a year ago) you could often get automatic pagerank to all your top navigation pages passed on from the index page, simply by linking to them from the navigation header. Today, it seems that you also need external incoming links to get a pagerank of a page. I've experienced the same thing myself for one of my sites, and adjusted to the situation by building more deep links. In other words, you are most likely not penalized by Google, but you need to work more on the incoming deep links.
