PR0 on new sites

I've noticed some new sites with a PR0 - Is google giving new sites a PR0 ?

Or does pr0 mean banned?

The only thing I can think of is it has to go 2 pr update cycles to get pr. No SEO practices or spammy methods were used.

Yup.
When Goggle doesn't know about a site PR=gray.
When Gobblebot starts to crawl PR=0
It typically takes 2 PR updates for PR>0

2 PR updates? PR update is once a month, correct? I have a new site from 0 to 3 in a month.

Well depends on what kind of PR your partner links are. The better the PR on your site the more times you get crawled.

When I had a PR4 I got crawled every 2 days for any updates

Now I have a PR5 and I get crawled everynight around 9PM

Usally there is a PR Update once a month but you may also be in the Sandbox effect.

You can get PR in just one update. I'm sure it matters how long before the update the site was up.. meaning, if you just got the backlinks a week before the PR update, it may not have been enough time fo the backlinks to have been picked up (and therefore your PR not affected).

I have a new site (http://www.ultimaterank.com) and it is not even developed but the domain is parked and I got some backlinks just about 3 weeks ago and it has a PR5 on its first PR update.

And, I put up the site in my sig just last friday and even though it had backlinks that same day it was not in time to get a PR value with this update. And just to plug it ... It will be a PR6 at least by next update and has a nice crawlable directory where you can list your sites for link exchanges free! I have no shame

Hmm... Actually, i have never really seen Google giving a gray bar, unless it can't connect.
I had a new domain, and just after adding an index page, Google was giving a PR0. so, probably PR=0 means it is Not crawled yet?

Still nothing after this last update for my new sites. I'm hoping to see a little green now that backlinks are showing for sites.

I wish google could make this a weekly practice instead of what seems like 12 times a year.

What is the average time for a PR update, Backlink?

PR update has happened in a month for some of my sites but the point is the keyword rankings is only visible after 2-3 pr updates or could say minimum of 2-3 months. Initially it gets a boost but then it falls drastically and then again it becomes stable. I think PR should not be what should be looked at while optimizing but hits and keyword rankings.

The PR 0 is not banned by google either the site is new or not follow the google, grey colour PR is banned but when you linked your site with PR0 it will not help you it is as good as dead,
