PR doesn't matter on the clicks your site might get, if you only want clicks you can join some traffic exchange program wherein they will click your site and you'll also do the same to their site.

The responses above are correct of course. It depends on many many things, and page rank has a very lowe correlation to traffic. If you just want clicks then you can buy them, can advertise, use redirectors etc. Of course what you really want is valuable targeted traffic that stays on your site.
Despite the question I suspect you are doing the right thing already. Keep building valuable, unique content and links, and your traffic and PR will both go up.

Toolbar PR 3 Does not means that website PR 3 is , Their are 2 types of PR Google's Internal PR which is known to Google only and that updates on daily basis and the second one is Green bar that you see in your google's toolbar that updates after 2-3 months * Regarding your question of 500 Clicks that is really not possible to ascertain , but yes if you reach in Top Ranks in Google for a fairly competitive keyword you will get far more then that you are expecting ...
