Check this weird scenario out...

Has a PR4

Usually the dymanic version would be lower in PR than the static counterpart .. neither hav inbound links - weird..

It's most likely the extra penalty received for being dynamic i.e. containing the "?" character

No - It's the URL with the ? in it that has the lower PR.

But this might not be the exact problem .. perhaps the URL with the ? in it simply has no backlinks whereas the one without the ? does .. I was too lazy to check at the time, just struck me as interesting
