Many observed new site bonus on Google. It is more likely a new page bonus. new pages are ranked as if they have a PR5. This is one of reasons for SERP fluctuation for many non-competitive keywords. It also says that age of a page is one of important factors in ranking search results on Google.

He's not saying a new page is 'better' but they get a temporary boost in the serps, i think its so brand new news and other pages with temporary updated content can show up in the serps.
