Yahoo gives a more accurate count of your backlinks than Google... (Google still sees and counts them, they just don't give an accurate backlinks report).
So you just use Yahoo to get the best list of your backlinks, they still count for Google (therefore for Google Page Rank).

I have one site with mostly reciprocal links from friends' blogs and directories and this site has pagerank of 3. I have another site with many more links, most of them one way links but it's only pagerank 1. The one that is pr3 is older and has more content. The one that is pr1 is younger is more frequently updated but the amount of text is less.

For my pr3 site I didn't use any link building strategy, I added it to directories hoping to be discovered and my friends just linked to me because they're nice!

I guess PR comes with time. High PR comes with very relevant links from other sites.

Relevancy of links does not matter for gaining PR, it only matters in rising up in SERP's. For PR, relevancy does not counts.

I'm not the SEO expert, I guess you are. I based my conclusion on observation alone.
