What do u mean that penalize the websites that sell links. It removes from the search results?

There are two different concepts here, Page rank and traffic

To get page rank, you need lots of quality backlinks to your site preferably from other sites in your niche. Also the higher the pr of the site linking to you the better

Avoid bad neighbourhoods eg link farms as this can hurt you

Also I personally do not put much stock in reciprocal links. The same amount of efort can be put into generating one way links

Now traffic is a different cup of tea. I have a PR2 site that gets 15 hundred uniques a day and a PR4 site that gets about 100 uniques a day. Does that clarify things for you
