just to begin with you can start submitting into directories, start the practice of article distribution, write blogs, go for social bookmarking in various good websites.

These will help you just to start with...

For a start off you may try out with free web directories- though most of their pages are in the Google supplemental index [passing no PR] still some might be relatively worthy.

You can also exchange links with some relevant websites - target sites that has a lower PR coz higher PR sites will most likely ask you to reciprocate on a high PR page which you don't have.

Do some research on link baiting - that is creating stuffs on your site that will compel other webmasters to voluntarily link to your site.

PR is mainly measured by quality inbound links and general inbound links. To get higher PR, I focus only and only at Inbound links whether its come from Dir., Search Engine, Article., or Blog.

Considering those links are not nofollowed or the linking pages are not in the Google supplemental index

You low PR will only effect link exchanges, what you should look for is free directories to submit to and these will give you one one links which are more valuable. Type in free directory into google to find some or search this forum.

Yes, directory submission is also a good source of one-way backlinks that can increase your site PR. Submit your site as many as you can but it's better to do it manually.

For a new site to get page rank you really need to work hard. You should do off page as well as on-page optimization of your web pages i.e.
1. Link Building
2.Submission through articles,press release.
3.Blog writing & promotion.

Initially follow this techniques, you will notice a significant difference in 2-3 months.

Traffic doesn´t have anything to do with your PR. PR is for your domain value. If you have more backlinks to your website, then your PR increases and it could be max 10. But you cannot get higher PR with more traffic.

I would say, forget PR and try to get more traffic, because only traffic makes money for you. It used to be to make money with PR but after Google penalizes websites, which sells links, then it is not good to make money with PR. That means for me, PR doesn´t have any value anymore.
