Somewhere I once had a link to a page that simulated the calculation of PR based on the original formula (you can see the formula at Wikipedia as well as the above link) and that showed quite clearly that you need large increases in backlinks to move up each additional step in PR. But unfortunately I've lost it.

Everything I've ever read - which is probably too much - is that it is logarithmic. Now, what base that calculation is run in is the golden key. However, if your site is PR 3, don't PR 4, 5, 6, etc links help more than PR 3, 2, 1 links? The key is getting links from sites with higher PR values and not having to get quite so many, right?

Organic links are still the best. Link baiting as a result of excellent content is natural way to get free links which is very acceptable to GOOGLE.

Forget the logarithmic scale... it's not very important in practice... for instance:
Assuming equal relevance:
You can get less high-PR links rather than more low-PR links but the PR isn't the only important thing...
With one PR6 link you only get one anchor text.
WIth 100 PR5 links you get 100 anchors, thus you can achieve results for more search terms.

The answer is to get as many as you can.
(And remember - whilst higher PR links will always be more attractive - they are also harder to get)!

Very good free links are most often gained with good linkbait.
