I know seo techniques of getting backlinks to improve PR of any website. I want to know how to improve PR of a dynamic webpage?
What are the seo techniques for dynamic websites?

As long as your 'dynamic' URLs are not all over the place*, there is no difference in optimising for static and dynamic pages.
* ...for example if you have a dozen variants of a certain URL, all leading to the same page....

Get the quality backlinks with high page rank. Use fresh and unique content on your website.

What does "fresh and unique content" have to do with Pagerank then in your view?

PR is the integer number google every now and then assigns.
I think you are talking about the power of a page, for a given keyword. On page and off page factors come into play, and its a moving target as far as ranking is concerned, as you are always compared to your competitor sites.
