How can I find sites with higher pr that are relevant to my site?

My site has a PR4. I'd like to find sites that I could try and get back links that are the same or higher ranked?
Is there a way to define a topic and then get a listing of sites with their page ranks.

My site is www.bartending-school.com.

One of the easiest ways is to checkout your competitors sites that are doing better than you for your keywords. Check out their backlinks on the Google toolbar and contact those sites of pr5 and above and request a link to you. You already know, for most of them, that they are relevant to your competiter, therefore to you.

one of my favorite linking tools is linktree. search for your primary keywords, find the top listing few sites for them, plug them into linktree and it will find many thematic hubs free

Yes, What I have done with good success is go to google and identify a competitor and find their links. Once you have their URL, type in googles search box, "allinurl:www.yourcompetition.com" and take it from there.
Or you could try using http://www.mikes-marketing-tools.com/link-popularity/ and look at their links from there...

What you can even do is search for your term in Google and approach sites that come up in the serps that aren't competitors with you. A lot of time, they are sites giving more information about other ones and will link to you.

A little off the beaten path of this discussion, but the PR for a link is from the link page itself, correct? So even if a site with a PR6 home page links to me, if the actual link page is PR3, that's the value of the link, right? Just wanting to make sure.
