None of these are ranks, but a statistical values.
PageRank shows the total quality of all incoming links to your site (updated every 3-4 months). It doesn't guarantees your rankings, it is just an indicator you can compare against other competitors.
Alexa Rank shows you how many visitors are reaching / visiting your website. It is very inaccurate, based on Alexa Toolbar, maybe 0.000x% of people are using this so sample is quite bad. Have to add, probably majority of these are webmasters so the data it shows could be far away from actual situation. But again, you can compare it to your competitors.
P.s. I think I got rid of Alexa in 2005 or something.

It might not get you to top 1 spot because of this (depends on obstacles of course), but it will add some big extra points in how easy you will be able to rank for these terms once one stops fooling around and adds proper related links.
These big PR links might not help for rankings for that keyphrase , but will help with increasing domain authority (think links/pr power). Anyway, there's plenty of examples from BlackHat world where it is often enough to have good on-page seo, so some good links can take care of the off-page stuff.
Look at all these crappy web 2.0 sites, WOW, they must be really relevant to rank left and right, zimbio, squidoo what?!
Ok, let's take some solid example - wikipedia. Is it relevant and on topic site? hmm.. ee.. nope - it has 29384923 topics but due overal incoming link power, a competative keywords can be ranked with 100 relevant links while others will go into thousands. So don't underestimate it.
If google counts that link and PR, it is valuable. If you're not using right anchor text, then thats a problem of course, but still it gets the PR juice and a big FAT link.
Plus, it would add great power to internal pages if done right (for Google of course).
I'm fan of internal page rankings ;) so I still see this beneficial; I can work on related links later if i managed to get PR7 already, it will be easy ;)

Alexa Ranking mainly depend on its uses, the webmaster or the site owner who use its toolbar will gain maximum rank, while on the other end google judge page rank as per their own algo.

Alexa Vs Google Tool Bar
Long time back , i heard if you want to Increase your website rankings on Alexa - install Alexa tool bar open website which you want to get ranked from using your Alexa T.Bar again and again (say your frnds to do that for you ) and your website will get ranked on Alexa , didnt tried this , I though it might be a kind of Blackhat in the eyes of Google.
Personally i dont Trust Alexa .. May be i am wrong

Page Rank is defined by Google 0 /10 by calculating the PR of your back link's and then calculating it using its algo and then assigning PR 0 / 10
The Green Bar that you see in the Googletoolbar in your system gets updated after every 3-4 months but that is not the Actual Tool Bar which updates regularly on daily basis.

The question is regarding the importance of Alexa Rank or Google rank, not Google Toolbar or Alexa Bar

I use Alexa values as a very raw meteric to monitor where my traffic is heading (only up or down, thats all, dont go for the values, they are skewed)
As for google PR, even though its outdated values, I would still prefer it over Alexa rank values. Google PR values are a direct hint of what linking importance a page has.
So out of the two, Google PR is more important than Alexa values.
But in the real world, both the values are not worth much and wont fulfill any of your desires. Forget them both, concentrate on links and content of your website, and watch them rise up as a consequence of it.

Ya, I think the absolute values are some times over valued or over emhasized too much. But I use Google PR to judge the tendency where a site goes. If it is growing, then ok, if PR for some reason drops, there is an indicator something is wrong.

PageRank has a tendency to reduce with time as the overall number of sites is increasing exponentially You have to run as fast as you can just to stay where you are

every one give much importance if you are having high PR,
if you are having PR 8,9,10 then just see yourself,
today who are saying PR is not important they will ask you to link them.
