PR 0 = penalty?

I havent been able to answer my self this simple question.

Is a PR 0 always a penalty?

Also what is the default PR a new site starts out with?

No. It's not always a penalty or PR rest.

If you have a PR1 or PR2 site and drop to PR0 I would first check for lost or missing links.

New sites generally have PR NA, then PR0, etc. At least from my experience: expanded: Google Page Rank: Difference between PR 0 and PR NA

You will have a visible PR of 0 even if it is: 0.999999999999. Once it turns to a PR1 (1.000000000000) you can have a PR1 of up to: 1.999999999999999 until it turns to PR2. You likely have more than a PR0 but less than a PR1.

It should also be noted that PR is on a logarithmic scale, not a linear scale so a the difference between PR0 and PR1 is not the same as between PR1 and PR2. The difference between PR0 & 1 is 1 - the difference between PR1 & 2 is 10, going up in multiples of 10 so PR2 - 3 is a difference of 100 etc.

Also, PR is way over rated IMO in a ranking signal - just look at any bunch of sites, many low PR sites (PR2) out rank higher PR site (PR 5 +). PR is an indicator of link strength but thats all.

I was asking because I have an old blog hosted on wordpress with PR0 and was wondering if it got penalized.

Somewhere I read everything hosted on wordpress is supposed to have PR1 because wordpress.com

If you remember the Google high profile penalties, e.g. Penney's, part of their penalty was loss of PR because they lost trust in the eyes of Google.

The above is why I say that PR is very important as to how trust and authority is viewed by Google towards any given page/site.

IMO, a PR0 ranking, once you have had a PR1+ ranking, can be due to a penalty OR a devaluation or loss of backlinks OR an expansion of the Internet with new entrants OR a change in the Google algo itself, OR etc.. In some cases it could a combination of the aforesaid. Without a letter from Google stating that action has been taken against a site, all of us are just guessing. Loss of PR and its reasons, without input from Google, is just a guessing game.

I have other pages too which used to be PR4 but are now 0. I was wondering if there might be a problem, but there were strong back links removed so that is probably the reason.

I thought since the PR has to come from somewhere default would be 1. After all it gets dilluted by linking so it should also be created by new pages?

But I guess default PR is more like 0.1 displayed as 0 right?

I always thought Toolbar PR was rounded. More like 1.56788 would be 2 and 1.455666 would be 1.
Now that you say the Toolbar PR is floored and not rounded I need to read a bit more about that. Please guide me to some ref.

PR 0 is never be considered as penality as this is starting of PR . Well if you have PR 1 and then get down to 0 then you can say that it got penalized rather having PR doesnt shows penalized site.
Your work shows the PR of the site . If you have PR 0 for so longtime then it can be said that your work is not fruitful. Ypu have to word harder in this case so that you can increase your PR .
