Does anchor text count with form actions?

Long time lurker .. first time poster and registered member.

I have a question pertaining to anchor text and the use of forms. Is it possible to associate anchor text within a form handler?

So for example, instead of having the traditional a href link with anchor text, something like:



Would google see that and give the link a vote according to the anchor text even though it is a form handler?

I realize this example is not very useful but I'm just trying to keep it simple for the question. Actual usage would be quite a bit more complicated. But you get the basic idea of my question?

I hope this fits with the PR section, I wasn't sure but since Anchor Text and weight are related it seemed appropriate.

Also, for what it's worth, I find that I get higher serps from keeping fresh content on my sites but I prefer to use all tools available to me ... hell I even use meta tags.
