I would switch #2 and #3. Links take a while to reach full effect - why not get that going and work on the content while you build?

Depends and on the fly here:

    1) determine topic
    2) research topic
    3) do kw research based upon the topic
    4) establish 400 or so target phrases w/estimated link count requirements
    5) search for existing "aged" website I could buy on the cheap with existing back links.
    6) no cheap - buy new one and know I am dead for 6 months in Google
    7) Develop content plan/framework
    8) Develop site structure based upon content plan
    9) Create logo and "pages"/site navigation etc for content
    10) Write content on created pages using KW list and content plan
    11) Insert additional images where needed to "Fluff" it up
    12) Interlink site via content using target phrases.
    13) Upload site and run specific analysis, tweaking as needed.
    14) Begin targeted back link campaign.

    Modify and update as needed.

    1. Provide a service that your users will enjoy. Become user-centered. This is the most important.
    2. Stay away from automatic ad linking programs.
    3. Don't frabricate your links.

If you have a new website, then attempt not to add any backlinks for a month or two. Then after two months, you should be safe adding one. This is a good way to stay out of the sandbox.

Getting #1 isn't easy. And if you take the short cuts, you'll be #939890383 for a year or more.

1 - Do your homework on your keywords
2 - Do your homework on your competitors
3 - Be prepared to spend a lot of time/effort on your site
    5 - Learn to become a kung-fu link master

    And finally

6 - Realise that just because you join and spend half your life in a SEO forum, does not meen you will actually ever be good at it.

So on the link building topic, which many people have told me is very, very important: I have started building my first 10-15 links by finding relevant sites that seem to trade links. I've emailed the sites or used forms on the sites to submit URLs. I haven't heard anything back from any of them in 4 days.

I wrote nice emails, linked to people first and asked people in email to tell me if they wanted their link text or description changed. I included HTML so that they could link to me.

Is it usual for it to take awhile for people to start adding links? What could I be doing wrong?

    Thanks!

    Content is King

Content will always be the most important, even more so than links. Links may be the main factor that gets rankings, but good, unique content is what’s going to get one-way, relevant, high PR links naturally. If you have to acquire all of your links through SEO link exchange and other specific SEO methods, your site doesn’t have enough good content and your site is underachieving.

Sure I would LOVE some one-way high PR links that I don't have to search for, but I'm an ecommerce site. I'm working on adding some content associated with what I'm selling, but shouldn't I be working on link building right now, seeing as I have only a handful of backlinks?
