Will the inclusion of tags be considered cheating?
My website is movie related, wherein I've described a number of movies. Is it okay for me to incorporate a row in each movie of tags? e.g. Movie name: ***. Tags: criminal betrayal, infidelity, adultery. followed by rest of the content
Will this be considered keyword stuffing by Google or it's okay to include this?

Check IMDB and you will notice that they have tags on all the movies etc. For example is you go to http://www.imdb.com/title/tt1074638/ you will notice skyfall has the tags "Action | Adventure | Crime" because those are the different movie genres that movie fails in.
So if that's the sort of thing your planing on doing, then it should be fine.
