What would anyone do differently on a local seo campaign from a national search?

Also maybe it goes without saying, but 2 more things...
Focus SEO efforts on City + Keyword together as a phrase. Some SMBs have KW on page and city on page but not together. So if you are trying to rank for Dallas Dentist that phase with city needs to be optimized.
IF the client qualifies and has a local business in that city then you should also do a Google+ Local page and it would be a whole entire long post to explain how to set up and optimize that.
Its less work when you do local.

Most people will target the product then add the town on here and there and hope its enough to list for that town.
Try it the other way round, so target the town and add the product here and there instead. Add information about the area, anything that is of interest for that location. The trick is to make the page/pages about the town more than the product itself.
However a word of warning, google have said they do not endorse targeting towns so tread carefully. I can think of many reasons why you should target a town for a service / product its just if google will agree with your thinking.
