2. Relevant one-way keyword text anchored backlinks; preferably from trusted and/or authority sites
3. Backlinks of most any kind; preferably relevant

#1 is important
#2 has little or no effect (the most noticeable effect is your KW used in combination with a variety of other words).
#3 has little or no effect (it may increase your spidering frequency but not your serps).
#4 Description doesn't matter at all (for serps). Title element (not strictly a metatag) is V.Important.
I agree - pretty much - with SEO_AM, but would say that - for ranking purposes the priority would be 2,3,4,1 (content will help to get 2 & 3 but not specifically with serps performance).

Without the content... you just ain't going to get them there links that give the best juice of the bunch. Kinda like trying to get juice from raisens... I go for the grapes... better wine.

Gotta agree with ClickyB ...
There are thousands of good sites that NEVER rank well, due to lousy promotion ... and there are plenty of bad sites that DO perform well, with good linking.
One thing that matters is #1 ... Link building (assuming the content is at least relevant to the search)

1) content that webmasters are willing to link to. Make your content superior to your competitors if you want to beat them. The goal is for websites to replace your compeititors links with a link to you,
2) traffic so that the content gets noticed - this can be normal traffic flow on your site or traffic generated by link requests (which costs money or time but can be more effective), I've run adwords to get traffic onto new pages with the hope of driving links.
3) links from relevant, authoritative, high power websites. These must be acquired at a faster rate then the sites above you are getting new links. It is not simply the number/quality of links that wins the battle, it is the RATE compared to your superiors and compared to the dogs snapping at your heels.
4) pages optimized for the proper keywords
5) an on-site linkage structure that drives relevant power to your battle pages
