What exactly are backlinks?
Just wondering if the following is correct:
A backlink for my website is simply just a link on the backlinker's website.
For example, if another website has a resources page, and agrees to put my information and a link to my website on that resources page, that is a backlink for me? Correct?

Also, people have been posting on my blog with links to their website included in the post, if I approve their comment, will they then have a backlink on my site?

Yep, you got it. It is important to note that the anchor text of the back link should be a keyword, or keyword phrase. This is what helps you to rank in the search engines for certain words. Make sure to use keywords as the anchor text in your resource box when creating back links.

Don't be that scared. It won't hurt you but won't help you much either. Just don't overdo it. Getting a 1000 backlinks in a week or two would be suspicious to search engines.

AMD - from a purely SEO perspective it is much more important to have relevant backlinks to your site (form other sites) than it is to link out.
Having said that - don't be afraid to link to something that is of interest and helpful to your users.
Also, don't get too hung up on the nofollow attribute (there isn't actually a dofollow - it just doesn't have the rel=nofollow attribute) - if it is link worthy - link to it.
If someone comments on your blog and it makes sense, is relevant and of value, let them have the link, it is probably worthwhile.
