    Recently site came under Google Penguin filter. Who can help get the site of a filter? and possibly take further promote the site? And how much will it cost?

    What makes you think you were hit by the penguin filter?

    Who can help get the site of a filter?
    We don't really know whats wrong with your site

    and possibly take further promote the site? And how much will it cost?

    IMO it all depends if the penguin was flapping his/her wings. If it was flapping then it probably means that you was hit by the filter. Just some handy advice for you.

    Sharply decreased the number of visitors from Google. Each day, the index becomes less then links.
    I am looking for someone who can help in this problem. Of course not free.

    While I MIGHT be able to steer you in the correct direction the problem with paid work and PENGUIN 2.0 it isn't identical to PENGUIN 1.0 and no one has experience with PENGUIN 2.0 as yet.

    So if you hire someone to fix this... and they can't, you must be ok with that scenario. Are you OK with paid for nothing?

    In my point of view, Penguin 2.0 is still flapping. If you check out some sites that got good ranking in recent time, you may see their back links mostly come from their partners and paid links. So, all SEOers really got problem with this penguin. I don't think this can be good time to hire a SEOer to do offpage optimize. Do you think so?

    If a vague reference to still updating... I doubt it.

    If a link is devalued... that occurs immediately, but it can take days, weeks and even months for that loss to propagate across all the back paths that link impacted on.

    That in itself is a clue on whether you are directly impact by PENGUIN or some others in your backpaths have been impacted. A direct impact would have you losing results May 22, 2013. Where residual impacts from others would have a gradual loss of much longer time frame.

    Additionally, Google pre-launched manual reviews or full bans on SAPE site links. These have nothing to do with PENGUIN 2.0 but because it take time for these negative impacts to occur from domain to domains as link juice is lost and then recalculated...

    Thus if you have limited experience in this things you can misdiagnose what you are seeing.

    Just because you see a radar speed trap and a cop with lights flashing does not mean the driver was pulled over for speeding... a DUI for reckless driving can equally occur... you can't say because the radar trap is their cops won't stop someone driving on the wrong side of the highway.

    Just PENGUIN 2.0 launched does not mean everything is related to PENGUIN 2.0

    Another analogy:

    When an eclipse occurs on Earth does not imply the Sun turned off during the same period. The date & time is merely "1 clue" it isn't a guarantee.

    My main concern is the Elephant update that's due in the next few days. The poor penguin's going to get stomped to death.
