When it comes to dynamically generated pages (i.e. pages with a lot of arguments after the initial request), rewriting is definately a good thing. GoogleBot tends to prefer (as far as I'm aware) URLS with as few arguments as possible, or at least a maximum amount of arguments, before it starts to scratch its head and toddle off to the next page in queue.
With regards to it being helpful in SEO..I sure know it can make things easier on the eyes, with friendly URLs containing keywords, instead of post IDs or some such. As for whether or not the actual URL counts towards SERPs, I couldn't say. As far as I'm aware, the URL itself does not lend weight to SERPs or PR; only the domain name does.
One thought I just had was, if people link to your site using your URL as the anchor, and your URL contains keywords targetted to your content, surely that would help when other people link to you in such a way; related content and all.
