    Title attribute in text links

I have heard you can keyword load your text links is there a problem with this on Google?

Code sample <a title="bunch of keywords" href="file.html">what a user sees /a> is this acceptable or is it spam?
Webmasters who spend their energies upholding the spirit of the basic principles [Of Google] will provide a much better user experience and subsequently enjoy better ranking than those who spend their time looking for loopholes they can exploit. Google.com

as long as the keywords are relevant and you stick to only a few (1-3) key terms you should be ok

sure you can, but I am pretty sure that other than for the visually impaired and the extra little attention to UI detail, the search engines don't care about the TITLE attribute

Basically put in title attrbute what you would put in if it was an alt attribute on a graphic. Short description with a keyword in it. The jury is still out if it is given extra weight by SEs but it wont hurt and is in fact good practice (the title attribute gets read for the sight impaired).
