    Is there any way to discover what words or phrases a particular competitor of mine targets in Google?

    Yes, you can use tools like Moz, Ahres, SEMrush etc that maintain large indexes and can provide you with that competitive intelligence.
    You can manually search for the search terms and sift through pages (or write a spider / parser to look for it) looking for your competitors URLs.

    This is SEMrushs bread and butter. Ahrefs would also be a good shout.

    These tools are not accurate. I want to know the exact keywords my competitors are targeting.

    Nacho Analytics claims to be pretty accurate here. Brain dead also did a nice comparison recently on the accuracy of back links.

    The tools are not 100% accurate but they sure are pretty good.

    Depending on how much effort you want to put in or out source the effort - you could do extensive keyword research and generation from all of your competitors, then batch process the SERPs and the results your competitors show up for and generate a list that way.

    Personally, I trust and use the data I get from SEMRush - and get thousands of competitor keywords and links to target and beat!

    Another option:

    Seo Powersuite's Rank Tracker just released this feature a week or so ago, which is probably the least expensive option mentioned in this thread.

    ( it is obscenely cheap compared to the others, also they have a free version )
