So called "stop word" question

Does google recognize the stop word "is"? The four word domain I would like is taken and I was wondering if I used the keywords in that domain like this (onetwo-is-threefour.com) would google see it as (onetwothreefour.com)?

I don't really know the answer but I don't think it matters a lot in terms of SEO. While having keywords in your domain name can give you a boost, the effect will be negligible if you have good content and link building strategy.

Even if it did help in the slightest, it's not exactly user friendly.

it matters very little if you have keywords. It is better to use a one or two word domain name. domains with dashes are difficult to remember.
