Site-wide links from particular site is NOT counted by Google. Why?
One of my SEO partner is experimenting with site-wide links post penguin update.
Well, here is the site: mycitybest.wordpress.com. You'll find a lot of websites in site-wide links under Blogroll in left side.
Let's take one of those site for example i.e., 50lappen-tema.se/ which is in anchor text "50 Lappen". Do you see that?
Now, If I search the links pointing to 50lappen-tema.se/ in google, it's not showing the site mycitybest.wordpress.com. I tried all the permutations, nothing works. It's same for all the sites in site-wide links, no link is counted by google.
Any suggestions/opinions?

First of all: Google doesn't like site-wide links:
- either they're too easy to get
- or they're bought links
Still: HOW are you checking if those links are counted?

Yes, I know google doesn't like site-wide link. But in order to know what exactly site-wide links does to the website, my friend is carrying this experiment.
Well, here is how you can check if links are counted or not:
Let's say that website:A has site-wide links from website:B. Now goto google and check using this query "links:website:A site:website:B". If the link is counted, it show you results else no search results found will appear.

Why are you using this bit "links:" ? What happens if you leave it out completely?
Please also know that links: is not a Google Special Search.
link: is, but it is crippled (it doesn't show all links)
Still, I think your method is valid. It's just that Google's own results cannot be trusted to provide valid info

It's links: actually and not link: 
links: shows all the backlinks that's indexed by google.

Two thoughts:
#1: It's "link". Check out this search:
link:forums.seochat.com
Now, check out this search:
links:forums.seochat.com
You'll notice that in the first instance, it is showing sites that link to forums.seochat.com. In the second, it is using sites that contain the words "links" and "forums.seochat.com".
If you're trying to use the link operator, it's link not links.
#2: The link operator only shows a small percentage of the links that Google sees. In my first example above, it shows 97 links to forums.seochat.com. But, OSE shows 62,320 links.
I don't think there is a way to know if Google counts a link or not.
