Yes you should, but the location, their readership, their PR is all important to you.
If you are talking about your original content then being selective is important, but to do so you will need to have trust of the blog owners, and arrange how often you are going to do so.
Its something that I should do, but its not part of my current plan yet, because I am putting all my efforts into brilliant content on my own sites now.
Of course you could syndicate (non original text) if they allow it - you will get traffic but usually not the PR benefit.
Depends on what you reasons are for ..
You can submit the blog in the blog directory. you can use the title, description and keywords.
If this is the route you want to take then make sure you search for niche directories with a target audience that aligns with your own. Review car parts? Look for directories that specialise in car servicing or car modification directories. Yes, your potential reach won't be as high as generic directories, but the audience is much more likely to appreciate your content and Google *may* even give you credit for any links.
HOWEVER, directory submission is not very time/cost effective. You would be far better off promoting your blog through:
* Relationships with car enthusiasts on Facebook/Twitter/Google+ (...and Pinterest if you have attractive images)
* Guest posting/contributing on other related blogs
* Bookmarking within relevant categories on StumbleUpon, Reddit, Technorati (etc.)
* Building an enthusiastic mailing list following with consistently great content
* Connecting and building a respected presence on relevant forums
* Get real-world contacts to syndicate/share your content
* Good old-fashioned outreach to influential site/blog owners in your nice
If you want a quick boost, consider using paid ads on Facebook, LinkedIn (if relevant) and Google - However, make sure your landing page (and supplementary) content is worth the advertisee's time and your click-spend is not wasted.
Hope that helps,
Rick
