Should I ask others to place a link on my site to their site for better SE ranking.

Your question doesn't make sense to me, maybe you have it backwards?

Why would you ask other people if you could link to their site?


If your question is what I think you intended
"Should I ask others to place a link on their site to my site for better SE ranking"

That depends on the relevance of the website, what your site has to offer, and how you intend to ask.

If you want a pet store to link to your web design site, it's not going to do much good for you ranking wise. Now if you email the admin of a web design blog, show them an idea or an article you have that's of value, they may link to your site.

I find the idea of emailing someone saying "Please link to me" a bit childish and inconsiderate. That doesn't tell them WHY they should link to you. How would linking to your site benefit their site? If you can answer that question you have a chance of earning a link.

He or she may be referring to outbound links. In some corner of the web the theory of outbound links to authority sites positively affecting your position in the SERPs was born
Now while I am a little skeptical of this theory, I have no evidence to disprove it

If the original poster is wondering if he needs permission to link out to an authority site then the answer is no. However if it'll help you position in the search engine result pages is questionable

I guess adding links to some authority websites will probably not affect the ranking status of the linking sites. While writing useful contents there are sometimes need to add reference to the original portals which are related to the stories and there is nothing wrong adding links to them.

It is unclear from the question what is the intent of the writer, inbound links, or out bound.

Outbound - As said up here - You don't need permission from the other websites owner to do so, you can just link to them.
If the website you link to is relevant to what your website is talking about, some say it helps with the SERP's too. I think the link has to have some value to the user on your website, serve some need he might have - and then it may be regarded.

Inbound - Mostly the same - Here you will need to contact the website owner and ask him for a link, but also (like with the outbound links) you'll have to try to get links from relevant websites\pages.

All in all - Think as a user. If you were a person browsing your website, what information would you expect to find if you wanted to extend your knowledge on that subject?
Keeping your links, in and out, relevant to your websites subject is the main idea.
