Question SEO says I need to Remove Reaccuring Phrases

I have an ecommerce website written in Oscommerce template. I have a paragraph on the bottom of the template that is worded with alot of key words in proper sentence structure. SEO says I need to remove this because it shows on every page of the sight because it is written in the Template shell. Also he told me to remove all my links pages. I have 6 pages of links reciprocating types. He said they hurt my ratings. Also I he said something about He could get me one way links. But that didn't make sense to me because if some one is taking on a link for me. And I have none (someone else's links) then I guess were looking for ignorant people to place a link of mine because if its bad for me then linking must be bad for them right?

I have 4 marine electronics websites all in oscommerce but different template styles. Can some one tell me what is the right thing to do. I generate about $350,000 in gross sales now. All SEO stuff I did on my own. I'm afraid to mess up what I have accomplished already.

I'm just curious, but why is it that 90% of the posts in this forum are written in poor English? It reads like all the posts were run though the bablefish translator. Anyone notice this too or I am just crazy..

Everything I've read on this forum suggests that Google penalizes duplicate content.

To clarify:
a) any links from other sites to your site cannot hurt your rankings
b) links from your site to other sites cannot hurt your rankings, except:
c) if you have links from your site to other sites that Google considers to be link farms, that can hurt your rankings.

Your pages of links might be hurting your site because of c).

If you get one-way incoming links, it won't hurt the sites linking to you as long as Google doesn't consider your site to be a link farm.

I understand that reacurring phrases/sentences are bad. Should I just delete the whole paragraph at the bottom? (It shows up on every page) I had my IT guy place a mod so I can make Description/enhanced comments below my products in each category. So each category of product has a different small paragraph related to that category. I just don't want to fall of the planet by removing the content.
