No rules, but the location (physical location of the server IP and target market of the site) of the links you get effects how you rank regionally.
Also, having a normal and natural distribution of TLD links is useful. If you have all links from .co.uk and no links from .com TLDs it will look un natural.
Note, it is entirely possible for a .com to out rank a .co.uk in the UK and a .co.uk to out rank a .com in the US. It just depends on how the domains, site, server and links are set up.
