Recommend a solid link builder?

Looking to hire a solid link builder (individual or company) to rank for some very competitive keywords. According to the google keywords tool, the main term I want to rank for has 1.5M searches a month. All other terms are < 500k searches a month.

I have a 2 year old site that with some history behind it. My PR is 6, I have good content, and I have about 30,000 backlinks (but unfortunately the backlinks all say the name of my company). Traffic is currently 100k unique/month, all word of mouth.

4 weeks ago I finally started doing SEO on my own. I started at SERP 80, and I am now at SERP 50. For the most part, I just need links with the industry term and not my company name.

Every SEO firm I talk to wants to offer me 'full service' and charge me 40k a year for a slew of services, including maintain meta tags and search engine submission. Something seems fishy there. Can anyone suggest a solid link builder? I am willing to do forums, blogs, or anything that's not a spam site.

I've contracted out a lot of services in the past year, everything from graphics to DBA to sys admin. SEO seems to be the hardest to contract out, as there's quite a bit of puffing out there. That's why I need some recommendations from reputable people here.

If its basic link building you want then you can probably outsource it to a company in India or the Phillipines. Will cost you a fraction of what it would in a western country.

We also had a cold call from an SEO in another country wanting to offer us link building services. Should we take this as a sign that SEO companies are struggling to survive in the market?

100k seems a lot for word of mouth only.

Yes, but which one?! Need some recommendations. The websites all read the same, they all promise the same thing, but I have a feeling some of them just won't perform.

Thanks for your encouragement. We need a lot of users because we have a lot of employees. Let me clarify. By 'word of mouth' I mean not from search engines. We used to have decent online press.
