Ranking a new website for competitive terms
Is it possible to get a new website or one under the age of 6 months on to the first page of google for competitive search terms eg generic seo words or local seo terms and the same for web design generic words and area related web design keywords. Would it be possible to hit page one for the above terms?

Yes!!! Anything is possible dependent upon subject dominance, product/service competitiveness, strategy, quality plus volume of backlinks, and most of all drive.
All of the above is necessary. Lacking the above in any area you will need bags of... $$$$$

If you're talking about organic search, I would first aspire to rank #1 in Google for geo-specific key terms. You'll find it a lot easier to accomplish, and give you some traffic to get you going while you work on a long term goal of ranking for the broader terms.
Just sayin...
