I would start with a small campaign. Try very specific keywords, which won´t drive massive volumes of traffic, will have a lower CPC and will probably convert better than very generic terms.

Give the account a sensible structure, so you can apply personalised creatives for all the keywords of each AdGroup.

It´s very important that you have the conversion codes in place from day one, so you can track the Cost Per Adquisition of each keyword. Then you can start growing the campaign from there.

Check your site first and your services. Make sure you know your services very well so that you can be sure what keywords to target that will give the best ROI.
