Outbound links
If I am trying to improve a website's ranking by creating outbound links, should I put the outbound links on all the optimised pages or should I create an Outbound links page and put them all on there?

If outbound links were ever considered in the ranking algorithm, it would have to be the least important factor on the page, because they can be so easily manipulated by web masters.
My advise... Link out to other sites when it makes sense for your users. If it provides value to link in the context of a paragraph, do so. If having a page of resources adds value for your users, do so. But linking out for the purpose of improving your sites ranking really shouldn't even be a consideration.
