I've experienced the same thing recently and trying to figure it out. I've been at this for many years and never seen Google dance like this. A lot of my back links (thousands/majority) are from "Link Exchange" pages. I'm thinking that with the change of the nofollow announcment recently that there is also a significant reduction of page rank flow from pages that are named link exchange or other "poison" words in the url. I have one site that has a few more local links and is doing better.
