My site has been penalized, I failed to get back lost rank!
First, please read my site history:
From first (2 year ago) I do these in my site:
generate new and high quality content, active on socials, fast load site, update regular,
have natural links - not paid, and I work just for Users Not Google.
and Google loved me, and I have Good visitor form search engine ( I was 11 Top site in
Afghanistan by Alexa)
but I penalized by penguin for this 2 mistake:
1- submit site to spam directory link or link exchange
2- I had about 7000 Wordpress tag ( these made duplicate)
When my site drooped from Google, I delete my link from that spam link directory or
disavowed that with Disavow GWT tool. So I deleted 7000 tag and because this made me 404
Error, I changed 404 pages header to 200 and then put noindex meta.
and Now I have expectation from Google to take back my rank( because all thing is right,
and I disavowed bad site linked to me and removed duplicate content tag.
What is the really way to get back lost rank again?
what you think why Google dose not take back my lost rank?

Did you get a notification in your GWT?
There's talk about a Penguin update in the past 12 hours going forth until Monday. Maybe Dr. Marie or Rod can step in and offer their advice.

what is Google targeting with this Penguin update any idea? I used to be on page 2 on google.co.uk for long tail keyword but now i am on page 4. I haven't done anything spam only last 3 days i started doing blog comment by using my 4 different keywords for backlink. Should I stop doing it you think? Also i think out of 15 comments around 3-4 of them approved yet by website admins so they are not even all live yet.

OK - you need to think about what's going on.
You developed links and got ranks and then lost ranks... which means you "lost links"... understand so far?
Whether you lost the links due to PENGUIN, you lost links due to your own deletions, or you lost links due to you disavowingd them... none of those actions will ever allow you to recover.
You need "new links" to offset the lost links... and in all likelihood PENGUIN tagged your domain as using inorganic links so you need to start developing organic ones.

Did you previously buy into one of the cheap link schemes where you get hundreds of links for a couple hundred dollars?

No, I have not any history warring about unnatural links in Google webmaster tools.

You shouldn't have used the disavow tool, that was a mistake....build your links back up.

Can you tell me why I do it? I disavowed about 625 domains. ( that are spam or that linked me unnatural) but Google didn't send me any warring about unnatural links

There isn't anything really wrong with disavowing links yourself (other than it is a complete waste of time). You have probably mistakenly believed that disavowing links will cause you to recover something... it won't. If you have been devalued by PENGUIN (which suggests you DID NOT get a GWMT notification for unnatural links) then PENGUIN disavowed the links already for you... no need to do anything once PENGUIN handles your unnatural links.
The real issue (the big misunderstanding people have) DO NOT send a reconsideration request to Google... as you are self-reporting yourself for violating Google's TOS. If they didn't notify you first - don't be stupid enough to send Google "HEY WEBSPAM TEAM PLEASE TAKE A LOOK AT ALL THE WEBSPAM I STILL HAVE! PLEASE HELP ME TO BE DEVALUED EVEN MORE THAN I AM!"
Your best bet - hire someone that knows what they are doing.

The inorganic ones you developed.
More specifically... if you lost ranks for specific phrases... those that have similar anchor text.

If you're not a major 1000+ natural links site with a few years of age you might as well just restart.
