if you are asking in ranking context, they were not effective even before penguin.

The only effect thing you will get out of those two are banned accounts and wasting your time!

Check out this thread http://forums.seochat.com/link-popul...es-450572.html, its got some good tips on where and how others find quality links, but don't just look at the easy ones, its the hard to gain links that are of the highest quality and likely to rank you better (in most cases, but use your brain and you should know which links are going to help you best!)

Remember to check the posters rep and not to follow any spammy advice like forum posting or bookmarking because those are the type of links you want to get away from

    Forum posting ...

As forums get updating each and every time that's why I will say that forums are the most important way.

For SEO,bookmarking is the better option,i have seen better result with bookmarking. The reason it's more powerful because Google notices bookmarking links faster and more easily. With forum links most of the times Google doesn't find those links.

I'm not sure if forum posting or bookmarking is really helpful with the rankings of SERP. But still lots of marketers are doing this to improve their SEO.

    • ClickyB agrees : Yep - They are both terrible backlink methods; 'marketers' do them because uninformed idiots (like some of the above) keep telling everybody that they're good
