Hello,
I came across many sites which has high PR and willing to indulge in cross linking. The websites are related to same business category. So do you all think creating a link page would harm or will not harm the site reputation?
Or
If it is helpful then I believe I would need to add nofollow tag for the outgoing url. Please suggest.

My rule of thumb is:
If you are cross-linking, linkswapping, whatever you want to call it, for SEO purposes then don't do it.
If you are linking because you want to recommend each other then great.
After that if you are worried that the link could be seen as spammy by Google, and the link is to send traffic to each other then by all means nofollow the link.
If you are doing this for NON-SEO reasons and it is a 'genuine' link to promote each other then I wouldn't nofollow it.

As said the sites which want to link to us, are into same niche. The relevancy factor is always there. Now its upto search engine to assume the motive behind such.reciprocal link.
