Link building and marketing for niche site

This is my first post so... hello all

I have niche site, targeted for the country market. Mots of my inbound links are links from directores. After the Penguin my site dropped very much, I think because I have bad link profile. After the Penguin I optimized page, create accounts on social media (FB, G+, Twitter), provide fresh and unique content but my site still goes down. I think the time for incoming links but how? We have two niches forums, few blogs, sites like my maybe two.
How to build links for my niche site?

Add compelling content to your domain that makes the idiots at Wikipedia reference you on many pages.

I want build slowly but i have no where.
I found site that will place ma link. Put link on the sidebar (left or right) to be on all pages or add one article with my link in content?
