Hi
I have a question , I saw somewhere that they says: don't use same keywords in your pages but For example cms like joomla , if we don't determine the page's keywords or title , It'll use the same keywords and title or description as we defined in settings .
is it right?
if web have some pages that they have same keywords , title and descriptions , is it bad ? is it spam ?

If by keywords you mean meta keywords, they don't matter either way, don't bother with them. Your descriptions and especially your title tags should be unique.

as mentioned by PhilipSEO, Keyword tag is not an issue - but yes title and heading are two important factors. You mentioned that in joomla you have the option to determine title and description - so use it.

they are not spam but Poor seo, having same title des and keywords on same page is not a Good ideal at all.. and it is better not to use any meta tags then to use meta tags that do not match the content of the page.
