For example if I have the domain: Gadgets.com, I am trying to optimize to rank first for the term "Best Gadgets". Should I make a page at gadgets.com/best or is it better to make a sub-domain at best.gadgets.com?

Don't bother about keywords in URL because this is one of the several search engine ranking factor but not as major as backlinks and content are.
