Is gotlinks.com against G TOS? If so...

One of my competitors is making substantial gains on my site. From what I can tell the primary source of IBLs are coming from the gotlinks network. Is G ok with it? Their algorithm is heavily rewarding them (to my surprise).

If it is against G TOS, can I report them anywhere?

Don't worry about what they are doing and how to report them but what you are doing and how much progress you are making. Otherwise you will lose.

Just focus on you own site, find ways to make it better. Get more relevant backlinks. Your competitor may be doing well for now but if what they are doing is against G's TOS, penalties will surely be dealt to them.

I am always working hard on white hat seo tactics, which keeps me at #1. However, if a competitor is going to effect the money in my wallet by ranking top 5 using link building programs I would like to report to G if it truly is against the TOS.

They have ~7K IBLs, where most in my industry have about 100-500. They have been around for a bit, but have jump from the 100-500 range to ~7K in the past 6 months (according to MSN). All links appear to be garbage from gotlinks or recip programs.

I would never have thought G would reward that type of activity these days, but they clearly seem to be doing so (in my eyes).

There's a few things you should check out on your own site, the reason for the supplemental pages, why there's no results for similar pages, and why so many of your own pages turn up on a link search.

I would bet that alot of those 7k are probably internal pages and not external links. Send Google a email if you like and tell them your concerns. I usually get good responses when contacting google however I think they like me

To my surprise there are not many internal links in the 7K total. They don't have all that large of a site. Just a lot of unrelated IBLs!

Through the webmaster center is where your supposed to contact:
http://www.google.com/webmasters/

I contact them directly but some say they don't get responses that way. Also in the email title don't use stupidness or swear or bye bye email. Make the title descriptive of the problem.
