If we are talking about alt tags and that they have no effect unless they are a link, then why when i put a keyword in an image alt tag on a page that has nothing else to do with that keyword (specifically). Why does Google find the keyword and point a result to that page?

Alt Tags
Sorry, alt tags do matter. If you make a phrase out of it then Google may pick up on it and show this in the results - although they will only likely show for less competitive searches. I believe they also are a factor in keyword density for a page.

If you are asking about the use of title tag, You could find it useful if you want to show your users some additional information about the image. The title tag can be used as tool tip for anything, not only images but you can use this tag on any link as well.
If you know how to impress your visitors by providing them some sort of information even before they visit an anchor link or hovering to the image, you can get some advantage of the less used title tag.

Title tag is an attribute of an anchor/link tag. It is written in html like this <a title "the title keyword"> Title tags plays an important role in the search engine to knows what the link is about and what is it pointing to. Most of us don’t think of adding a title tag in the links.
The title shouldn’t be longer than 7, maximum 8 words or 64 characters. Because google shows first 64 characters only in search engine result page.

Ok, so the keyword is "tlc plumbing albuquerque" this is a competitor and I decided to stick this keyword in an image alt tag to see what happened a few months ago. A search for that keyword (right now) brings up this page "http://centralplumbingnm.com/plumbing" and it is at position 52. But, the actual page with the keyword in the image alt is "http://centralplumbingnm.com/water-heater-insulation-blankets-are-they-worth-it" and its in the first image.

Where is that image that you stuck the "tlc plumbing albuquerque" keywords on? got a link to the page?
without seeing that image I'm thinkin that page came up in 52 (or where ever) because of 'plumbing albuquerque' and not tlc, but the image will tell more.

BTW this keyword is on another page in an image alt tag and for a while google was pointing at that page. Its switched recently.

Looks to me like that image didn't have anything to do with your other page coming up in the search results because of that alt text on that image...Now if the page the alt text is on came up in the results for the phrase "tlc plumbing albuquerque" would confirm your theory but it doesn't and the page that does come up in spot 52 is because of "plumbing albuquerque".
But I could be wrong...perhaps someone else will weigh in.

Yea it was showing up for that specific page but it changed recently.
Although, its still showing a result for the page "http://centralplumbingnm.com/water-heater-insulation-blankets-are-they-worth-it" in ASK.com when you search for "tlc plumbing albuquerque" at position 40 or so.
