Question i just don't understand about google's spam policy

    Hi guys,

i would like you to first checkout this website pelletmilloutlet[dot]com

then you'll find it's all through nothing but very strong keywords stuffing, and barely 1 or 2 links in terms of inbound links, but when i search with "pellet mill", which is the seed keyword in this industry, this website ranks top 3 in organic. I just don't understand why websites like this are still surviving, even well?! where does the penalty from google gone?

Its a pretty 1990's web design, but it is relevant to the search query "pellet mill", so I would expect it to show up if I was searching for "pellet mill". I don;t see what 'google's spam policy' has to do with it. Google wants to provide relevant search results to the user. That site is relevant to "pellet mill"

but, if you see another example, www.pelletmill.net/, i think it's also relevant and the design is much better, but it ranks poor, anybody has some ideas?

I would also add that it has fairly well key word density for "pellet mill", the URL contains the words "pellet" and "mill", and if you do a Google search for "pellet mill" this website is probably the most relevant compared to the competing websites ranking on page 1.
