    How did they add the Jump to and hyperlink within the rich snippet? Is it schema or open graph?

    Since it's only doing that on Angieslist, I would assume it's something that THEY do, and not something that you can do from your end. It's probably a database/PHP script.

    Google often picks up "on-page navigation" (named anchors) and shows and "Jump to" links
    To get a better idea of what it looks, go to almost any Wiki page and click any item under "Contents"

    It's not an issue. They do it by JavaScript.
