The one thing that stands out to me is this...
Notice how it says you will have to be logged into your Google Account. That will cut down on the spam. I think this will go the way of "Reviews" eventually, but not till they work the bugs out.
Also if you have read the whole article, it currently seems to be only allowed on "Sports" topics. A lot of demand during sports events. I see this as another way for Google to capitalize on the commercialism around events like the "Super Bowl", or "Baseball World Series". I think they will charge a premium on this. The profit potential is outrageous and thru the roof. CBS gets 5 mil for a 30 sec spot.
If you think about it, Google is probably the worlds largest ad agency with the worlds most popular website.

It seems like it's only for sports matches, and it actually has already been implemented during the 2018 World Cup.
