we have some alignment issues on Google text cache i.e titles & content of our site is not displaying in order.Is it one of the reason for google penalized?

The cache is what google see's, not sure what your seeing.
But it's not a penalty.
Whats your url and what search term?

we are not able to submit our site url in seochat forum, permission was halted.Our site name is "freeinuk" Search term was free samples, free vouchers, free stuff these are the main keywords we are using...but now we got penalized for this search terms..please, can you suggest?

I see your title and description as your site site shows it. So I don't know what you mean by your first post.
