Google Suggest - Algorithm?

According to Google, the terms that appear in Suggest are "based on other users' search activities. These searches are algorithmically determined based on a number of purely objective factors (including popularity of search terms)".

Let's say I created two entities denoted by two original terms and represented by site X and site Y. The terms are not real words (e.g. site X may be called JingleGingleFingle, and site Y may be called Sdsfolapadf, for example). Perhaps thanks in part to this, both sites sit near or at the top of Google search results for those terms, so there is no problem there. The problem lies with Google Suggest.

Site X is Googled significantly more than Site Y according to statistics.

But Site Y has significantly more activity than Site X, due to AdWords.

Site Y (the one with more activity but seemingly fewer searches) appears as a term in Google Suggest.

But Site X (the one with less activity but seemingly more searches) is not there at all, despite seemingly having been searched more overall in the past few years.

Nothing in any of these terms would cause them to be banned for being profane, etc.

A few questions here:
(1) Assuming ceteris paribus (incl. the same number of searches for each term), which tends to get terms higher rankings in Suggest: (i) more Googling of the term, or (ii) more AdWords activity?
(2) Does anyone have a more concrete idea about the Suggest algorithm than the highly ambiguous explanation that Google provides?
(3) What route would you suggest to get a term to appear on Google Suggest, and after that, to raise its ranking there?

Also, does anyone know why Site X might be rank 1 on Google but not appear for dozens of pages on Yahoo or Bing despite having been indexed on those two search engines a long time ago?

I've been hearing from a lot of folk, who believe they have it all figured out just by reading a poor explanation of the algorithm by Google, that it's all virtually down to search frequency.

Wait, if it's basically down to search frequency, does that mean I can attach a robot to my keyboard to search for the desired term five thousand times a day in order to make it appear on Google Suggest? Is it really as simple as that?

I have compared terms on Google Trends and Google Insights, and some terms which were searched for significantly less were present and are still present on Google Suggest, while some terms that were searched for significantly more have either never appeared on Google Suggest or have appeared briefly and then disappeared.

Can anyone explain that? ;)

Imagine a physical robot that types into the keyboard the KW several thousand times per day on Google, therefore effectively searching for the KW several thousand times per day on Google. My motivation in presenting this scenario is to accompany it with the following question addressed to all of those who claim that Suggest rankings are basically down to search frequency: is getting top rankings on Google Suggest really as simple as searching for a keyword via one location several thousand times per day?

And my research has suggested that this is not the case, as I have evidence of terms which appear on Google Suggest which have been searched significantly less than terms which do not appear on Google Suggest over roughly the same extended period of time.

So my enquiry is the following: what are some of the other variables possibly involved in determining Suggest ranking?
